"For a renter to take four months' rent in the form of security deposit, that's really tough," said Joe Wood, the president of the Greater Portland Homeowners Association. Wood was the only person to speak during a workshop Monday night at the Columbia Gorge Community College campus. Wood told the council that renters are not responsible for utilities, taxes, property maintenance and common area maintenance -- and that they are forced to shoulder all that responsibility without any return on investment. So the Gresham City Council, which is part of the region's Metropolitan Service District, approved a resolution that would require landlords to collect a 3 percent tax on rentals that exceed four months. The rate would increase to 4 percent when the rental period is longer than six months. In its first year, the city would have $270,000 in revenue. Each subsequent year, the city would receive $360,000 in revenue from the ordinance. "We are proposing a fair and reasonable rental protection ordinance," said Gresham City Commissioner Ken Lucey. The city will monitor rental rates in the community to see if rates exceed the council's expectations. If that's the case, the city could potentially raise taxes on rental properties. "I will have to see, but there are certainly potential pitfalls to raising taxes on rental properties," said Commissioner Al Giedd, who was out of town Monday night.
